The most gloriously exalted part of the Sanctuary of old was the Mercy Seat. It was in the Most Holy Place. It was above the law, above the manna, above Aaron’s rod that budded.

Psalms 100:5 For the LORD [is] good; his mercy [is] everlasting; and his truth [endureth] to all generations.

I know this is human reasoning which has less status than a “thus saith the Lord” but if God’s love was “everlasting” for the people of Israel, I think it must also have an unconditional element.

Isaiah 54:7 For a small moment have I forsaken thee; but with great mercies will I gather thee. V 8 In a little wrath I hid my face from thee for a moment; but with everlasting kindness will I have mercy on thee, saith the LORD thy Redeemer.


Love is a spirit.  It is not a material. It is not an action.
It can prompt a material or an active response.


Material and active blessings are often conditional.
